Medicare Advantage looks stable for 2027 Underneath, it's shifting

National Medicare Advantage totals can hide substantial local changes. Becker’s Payer Issues reports that the number of plans is expected to edge down from 5,553 to about 5,532 for 2027, while plan options fall in 28 states. A market that looks nearly flat nationally may offer an individual beneficiary a very different set of choices.

Florida has the largest numerical decline in the report, from 611 plans to 560. Wyoming has the sharpest proportional reduction, from 14 to eight. These are state-level counts, not the number of plans available to every person in those states.

CMS projects a lower weighted average monthly Medicare Advantage premium, from $14.37 to $12. A lower average premium does not show whether an enrollee’s doctors remain in network, prescriptions stay on the same tier, or deductibles and out-of-pocket limits change. Review the full benefits and the plan’s Annual Notice of Change rather than rely on the national average.

The mix of plans is also shifting. Becker’s reports fewer standard-plan options in many counties and continued growth in special needs plans. The number of special needs plans is projected to rise from 1,800 to 1,969, with chronic-condition plans accounting for most of the growth. These plans have eligibility conditions, so their expansion does not necessarily add choices for every Medicare beneficiary.

Several carriers are reducing PPO offerings or narrowing standard-plan footprints while maintaining or expanding specialized products. Some health-system-owned and regional insurers are leaving Medicare Advantage entirely. A familiar carrier name alone is not enough to confirm that a client’s current product remains available.

Agent Takeaway: During the October 15–December 7 annual enrollment period, check county-level availability, provider participation, medications, premiums, and maximum out-of-pocket exposure for each client.

For employer clients with Medicare-eligible employees, CMS confirms that a compliant CHOICE Arrangement can reimburse qualifying Medicare coverage, including Parts A and B together or Medicare Advantage. Coordinate the employer-benefit analysis with the employee’s Medicare situation and applicable rules; do not assume age alone determines the right enrollment decision.
