Strategic Insights & Market Trends

Rising renewal costs are encouraging employers to review how they fund health benefits, not just which group plan they buy. A defined-contribution arrangement can change the budgeting conversation, but it still depends on the individual insurance market employees will use.

CMS describes CHOICE, formerly ICHRA, as an option for employers facing unpredictable group premiums, businesses offering benefits for the first time, and workforces spread across multiple states. The employer chooses an allowance, while eligible employees select qualifying coverage suited to their own location and needs.

That can make the employer’s contribution more predictable without making the underlying healthcare costs disappear. Peterson–KFF’s 2027 filing analysis found a median proposed Marketplace increase of about 15%, with medical costs and changes in the risk pool among the drivers. Local premiums, subsidies, networks, and cost sharing can still affect an employee’s experience.

A practical review therefore has two sides. The employer needs to understand its contribution budget, administrative cost, class design, and compliance responsibilities. Employees need to understand available plans, their remaining premium payments, and what happens when they use care.

CMS also highlights a distinction between Marketplace and off-exchange coverage. Certain off-exchange premium amounts can be paid through a compatible cafeteria-plan structure, while employees generally cannot use pre-tax salary reductions through a cafeteria plan to pay the remaining premium for Marketplace coverage. That difference requires careful benefit-design advice rather than a broad promise that all employee costs become pre-tax.

Agent Takeaway: Compare the current group renewal with a complete alternative that includes administration and employee-level outcomes. Identify who would gain choices, who might lose a preferred network, and what support would be needed to manage the transition.

Treat market trends as a prompt for analysis, not an automatic product recommendation. The right structure depends on the employer and the people who will use the benefit.
